About this opportunity

NOAA's Western Acquisition Division intends to award a sole-source firm-fixed-price purchase order to Valinor Labs for non-personal services to modify and continue development of the Comprehensive Passage (COMPASS) model, a custom C++ program predicting the effects of alternative dam and reservoir operations on juvenile salmon and steelhead survival and passage through the Columbia River hydropower system, with responses due by June 3, 2026. The award authority is FAR 12.102(a) and 41 U.S.C. 1901 (simplified acquisitions procedures).

The contract requires a senior C++ programmer with demonstrated experience in fish ecology and intimate familiarity with the COMPASS model. Base-year deliverables (October 1, 2026 through September 30, 2027) include completing the graphical user interface, finishing the adult passage module, expanding the model to include travel time and survival in tributaries, and improving speed and efficiency. Option years one and two (extending through September 30, 2029) cover additional feature expansion and model optimization. Subtasks are treated as separate billable deliverables issued incrementally upon completion with 30-day payment terms.

The sole-source determination notes that Valinor Labs' principal programmer was an original developer of COMPASS with over 30 years of programming experience and exceptional familiarity with the model's architecture. Market research documents senior C++ programmers in Seattle with 20+ years of experience commanding $185,000 to $240,000 or higher in salary, with government contractor rates typically exceeding $200,000 when accounting for specialized ecological knowledge and part-time work arrangements.

Place of performance is Seattle, Washington. NAICS 513210 (Software Publishers). No set-aside applies. Firms believing they can meet requirements may submit substantiating documentation to Grace LaPierre (grace.lapierre@noaa.gov) or Charles Kendall (charles.kendall@noaa.gov) before June 3, 2026.
