Notice text
This notice is being published in accordance with the Federal Acquisition Regulation (FAR) Part 5.201(b)(1) requiring the dissemination of information on proposed contract actions. This is a notice of intent to award a sole source contract and is not a request for competitive quotations/proposals. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged.
The U.S. Army Contracting Command - Aberdeen Proving Ground (ACC-APG) intends to issue a commercial contract under the statutory authority permitting Other than Full and Open Competition 10 U.S.C. 2304(c)(1), as implemented by FAR 13.103-1(b)(1), for Purchases Not Exceeding the Simplified Acquisition Threshold (SAT), Only One Source Reasonably Available to IHS Global, Inc. (IHS), 15 Inverness Way East, Englewood, Colorado 80112-5710. The work is under the primary North American Industrial Classification System (NAICS) code of 519130.
IHS shall provide the U.S. Army Test and Evaluation Command (ATEC) access to non-Government Standards and Specifications (test procedures produced by industry), published by Standards Developing Organizations (SDOs), from their centralized repository. IHS will provide a search platform with full-text access for current and superseded industry SDOs in a centralized repository. Such access is to be via internet and accessible by ATEC through a desktop computer. IHS is the only source of supply for these products in one centralized repository, which allow the user to cross-reference and access the standards and specifications. There are no alternative sources due to the exclusive web access distributor license agreements between IHS and SDOs. The Government does not own the data rights and a competitive drawing package for this effort is not available.
This notification is not a request for competitive quotes/offers. However, all responses received within fifteen (15) days after the date of publication of this synopsis will be considered by the Government. A determination by the Government not to open the requirement to competition based on responses to this notice is solely within the discretion of the Government. Information received as a result of the notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation will be available for this procurement.
For questions, potential respondents may email Ms. Robin Delossantos at robin.m.delossantos.civ@army.mil and Ms. Erin Weber at erin.k.weber.civ@army.mil.
