About this opportunity
The Department of State is seeking a contractor to replace the cooling system at the U.S. Embassy in Tallinn, Estonia, through a Request for Quotation (RFQ 19EN1025Q0127). The project involves installing a new air-cooled chiller with an integrated hydraulic module, two-section design, and refrigerant filter-driers, along with new fan coil units that fit existing ceiling openings. Contractors must be registered in SAM, have an established business in Estonia, and meet technical and administrative qualifications. The government will award the contract to the lowest-priced, technically acceptable offeror based on the ability to provide a cooling system equivalent to or better than the current installation. Quotation responses are due by May 5, 2025, at 12:00 noon local time, with a requirement for comprehensive documentation including as-built drawings, operation manuals, warranties, and spare parts.
The solicitation is not set aside for any specific business category and does not identify any incumbent contractors. The contract is valued between 95,000 and 238,000 euros, with a project timeline of 30-90 calendar days to commence work and a total completion period of 120 days. The new cooling system must replace the existing Carrier chiller with approximately 97 kW cooling capacity, using 40% ethylene glycol as a heat transfer fluid. The project covers a six-story embassy office building, with work to be performed at 15099 Tallinn, Estonia. Contractors will be required to remove all existing piping, valves, and associated equipment, with strict requirements for minimal disruption to embassy operations and mandatory embassy-provided escorts during the installation process.
Notice text
This project describes the replacement of the existing building's cooling system with at least an equivalent system. The goal is to replace the entire cooling system and auxiliary structures.
To reduce construction costs, a solution will be proposed that is as similar as possible to the existing system, and ultimately, suggestions for improving the system will be presented.
The Contractor shall provide and install (1) new Air-cooled chiller with integrated hydraulic module (2 high pressure pumps (compressors), expansion vessel), and associated connection piping, controls, electrical conduit/wiring and all necessary mechanical and electrical accessories to provide a fully functioning system that meets the project requirements for replacement in kind. The new chiller must have Refrigerant Filter-Drier Liquid Line and Refrigerant Suction Line Filter-Drier. The new chiller will have two sections/sides and have the option to switch to the other side when one section (compressor) fails.
The Contractor shall use the current wall penetrations and make as little modifications as applicable. The contractor shall provide FCUs (Fan Coil Units) that will fit in the current suspended ceiling opening, so that the suspended ceiling wouldn’t need any modifications. The new FCUs will fit the existing suspended ceiling opening and the FCU verge/collar will cover the opening so that the new FCU will look aesthetically correct.
The Contractor shall remove the existing chiller from the metal frame. Removal shall include all associatedpiping and wiring that will not be used as part of the new work. No systems, equipment or components are to be abandoned in place. All chilled water (glycol) piping except the part on the 1st floor South related to EVI, AmericanSeries (CAHG09) FCU, wall thermostat and cooled water piping section to the hallway door will be removed and disposed. Devices associated with the chiller and/or main chilled water branch piping shall be removed, disposed and new installed, such as gauges, thermostats, isolation valves, balancing valves, and strainers
