About this opportunity
The Defense Health Agency Contracting Activity (DHACA) issued a notice of intent on June 3, 2026 to award a sole-source, firm fixed price contract to Instem, LLC for Pristima XD software license renewals and maintenance services on behalf of the United States Army Medical Research Institute of Infectious Diseases (USAMRIID), with a comment period closing June 22, 2026. The procurement is restricted under 41 USC 1901 (RFO 12.102 and 12.201-1).
USAMRIID requires ongoing license renewals, software maintenance, and support for Pristima XD, including sustainment, version upgrades, maintenance of all previously purchased modules, Help Desk support, and software updates and vulnerability patches. Instem, LLC is the sole developer, manufacturer, and distributor of Pristima XD and retains all proprietary rights. USAMRIID has operated this software for many years in support of mission-critical research; the system houses years of historical research data, protocol support, and a data repository for GLP and non-GLP histopathology work. The justification states that transitioning to an alternative platform would break data continuity, rendering historical datasets incompatible with new findings and compromising the scientific validity of ongoing research. Instem is identified as the only source capable of providing the necessary services while maintaining research integrity and data continuity without unacceptable delays. This notice is not a request for quotations; no solicitation document currently exists for this requirement.
