About this opportunity
The Department of Energy (DOE) has issued a Notice of Intent (NOI) to inform industry of its intent to sole-source a contract to Kpler Inc. for subscription licenses and energy market intelligence services. This Special Notice was posted on January 21, 2026, with a response deadline of February 5, 2026. The DOE is exercising sole-source authority under 41 USC 3304(a)(1) and FAR 6.302-1, which permits contracting when only one responsible source can satisfy agency requirements. The contract action is intended for Kpler Inc., located in Cambridge, Massachusetts. This NOI is for informational purposes only and does not constitute a formal solicitation.
The DOE's Energy Security Division requires critical analysis and reporting on global energy events affecting U.S. energy security interests, which Kpler's comprehensive energy market intelligence platform will provide. The intended 12-month contract, running from March 1, 2026, through February 28, 2027, will grant DOE access to real-time commodity product flow data for crude oil, liquid natural gas, and refined products, along with global inventory analytics, refinery production data, short-term forecasting, webinars, subject matter experts, and proprietary models. Any responsible sources eligible to meet the requirement must submit a written response by the February 5, 2026 closing date, supported by strong and convincing evidence demonstrating their capability to satisfy the agency's needs. Responses must clearly articulate how the prospective contractor can provide equivalent or superior capability to the stated requirement. This opportunity is classified under NAICS 541990 (All Other Professional, Scientific, and Technical Services) and PSC DH10 (IT and Telecom - Platform as a Service).
