About this opportunity

The U.S. Geological Survey (USGS) Office of Acquisitions and Grants has issued a Special Notice regarding a single-source purchase order for conservation dog detection services. The notice specifically targets Working Dogs for Conservation Foundation to conduct lizard scat detection and collection in the San Joaquin Valley. USGS believes this organization is uniquely qualified to perform the required services due to their specialized training and experience with detection dogs in the region. The notice is being published under Federal Acquisition Regulation (FAR) Subpart 5.2, which mandates transparency in procurement processes. The procurement will be executed using FAR 13.106-1(b) and procedures for acquiring commercial items through simplified acquisition methods.

The primary objective of this Special Notice is to secure professional detection dog services for surveying scat from three specific lizard species: blunt nosed leopard lizard, western whiptail lizard, and Blainville's horned lizard. The survey will take place from June 4th to July 31st, 2025, involving two detection dog teams searching core areas of the Carrizo Plain National Monument and Panoche Plateau. Contractors interested in responding must submit their information electronically to aberry@usgs.gov no later than May 28, 2025, at 5:00 a.m. PDT. While the notice indicates a single-source intent with Working Dogs for Conservation Foundation, it remains open to other responsible parties who may submit quotations. The NAICS code for this action is 541990 (All Other Professional, Scientific, and Technical Services), and the government retains sole discretion in determining whether to compete the action based on received responses.
