About this opportunity
The United States Marine Corps Regional Contracting Office at Marine Corps Installations-National Capital Region (MCI-NCR), Quantico, issued a notice of intent to sole-source two one-week culinary training courses to the Culinary Institute of America under FAR 6.302-1(a)(iii), with responses due by August 27, 2026, 4:00 p.m. Eastern Time. This is not a competitive procurement; however, all responsible sources may submit capability statements or quotations for consideration at the Government's discretion.
The requirement covers two intensive culinary programs for approximately 10 Marine Enlisted Aides (MEAs) in the Marine Corps Enlisted Aide Program (MCEAP). The first course addresses mini desserts and sweets (four days, 32 hours); the second covers international cuisine (one week, 40 hours). Training spans August 26 through September 22, 2026, and must occur in the contractor's professional kitchen facility within a 350-mile radius of Marine Barracks Washington DC during normal business hours (8:00 a.m.–4:00 p.m., Monday–Friday, excluding federal holidays).
The contracting officer determined that only the Culinary Institute of America possesses the requisite capabilities: the highest concentration of Certified Master Chefs and Certified Master Pastry Chefs globally, proprietary accelerated pedagogical models compressing collegiate-level masterclasses into intensive blocks, and pre-existing off-site curricula. The estimated contract value is $49,500. NAICS 611710 (Educational Support Services) applies. Responses should be emailed to lesline.abonwoh@usmc.mil.
