About this opportunity
The U.S. Geological Survey (USGS) has published a Special Notice for a noncompetitive procurement to acquire a borehole geophysical Nuclear Magnetic Resonance (NMR) tool from Vista Clara, Inc. The USGS has lost a previous Vista Clara Javelin tool and requires a replacement that is compatible with their current system components.
The purpose of this Special Notice is to satisfy the requirements of FAR Subpart 5.2 by notifying interested parties of the USGS's intent to negotiate a new purchase order award with Vista Clara, Inc. as the sole source provider of the required borehole geophysical NMR tool. The notice outlines the minimum specifications for the tool and indicates that the award will be made in accordance with FAR 13.106-1(b) and the procedures at FAR Part 12 and FAR Part 13. While the USGS does not intend to issue a solicitation, they will consider any quotations submitted by responsible parties by the closing date of May 28, 2024. The data from this tool is vital for USGS projects related to groundwater, subsidence, and energy program core holes.
Notice text
This is a notice of intent to solicit from a single source for the USGS Research Drilling Program.
The US Geological Survey (USGS) intends to negotiate a new purchase order award of a noncompetitive procurement to Vista Clara, Inc. for a borehole geophysical Nuclear Magnetic Resonance tool.
The USGS currently lost a Vista Clara Javelin tool down hole. We require the same Javelin JPX350 tool (upgraded since original built) to be compatible with current system components (Javelin surface station and Vista Clara data acquisition and derivation software). These were purchased in both 2015 when the original tool was bought and more recently the derivation software for data workup. Vista Clara is the only vendor with this borehole geophysical tool technology.
Minimum specifications for tool are:
Multiple depths of investigations to include 12, 13.5 and 15 inches.
Vertical resolution 16in, small 3.5¿ diameter and pressure rated up to 1700psi.
Surface station and other components allow interchanging of tools (USGS has several Javelin tools with varying diameters, depth capacities and investigation radius¿).
Must work on a 4-conductor wireline system.
Data from this tool is vital for several of our projects including groundwater, subsidence, and energy program (shale porosity) core holes.
Award will be made in accordance with Federal Acquisition Regulation (FAR) 13.106-1(b) and the procedures at FAR Part 12 entitled, Acquisition of Commercial Items and FAR Part 13 entitled, Simplified Acquisition Procedures.
The purpose of this notice is to satisfy the requirements of FAR Subpart 5.2. This notice of intent is not a request for competitive quotes. However, all responsible parties may submit a quotation by the closing date of this announcement which shall be considered by the agency. No solicitation will be issued. A determination not to compete this action based upon responses received is in the sole discretion of the Government.
Responses or inquiries shall only be accepted through electronic mail addressed to cjfejarang@usgs.gov and must be uploaded and received in their entirety no later than 05/28/2024 1200 PD to the Contracting Officer at cjfejarang@usgs.gov.
