About this opportunity

The Air Force Material Command (AFMC) at Edwards Air Force Base, California has issued a Notice of Contract Action (NOCA) for Persistent Systems communications equipment under reference number 10136774. The agency intends to award a sole source contract to Persistent Systems LLC of New York for communications equipment procurement. This action falls under the Federal Acquisition Regulation (FAR) 12 for Acquisition of Commercial Items, with a NAICS code of 334220 (Radio and Television Broadcasting and Wireless Communications Equipment Manufacturing) and a size standard of 1,250 employees. The Air Force justifies this sole source approach under FAR 13.601(b)(1) and 10 U.S.C. 3572, stating that only Persistent Systems can satisfy the agency's requirements. This notice explicitly states it is not a solicitation for proposals and that no reimbursement will be provided for any costs associated with responding to the NOCA.

The primary purpose of this NOCA is to notify the industry of the USAF's intent to proceed with this contract action and to potentially identify other qualified sources along with their size classifications. Interested parties who believe they can meet all requirements may submit a capability statement demonstrating how they can fulfill the government's needs. All responses must be submitted in writing with sufficient detail to allow proper government evaluation and are due by Wednesday, September 10, 2025, at 9:00 AM Pacific Standard Time. Submissions should be sent to Brian Wu at brian.wu@us.af.mil, with Amanda Tate serving as the alternate contractual point of contact. The government emphasizes that respondents should submit non-proprietary information and that an AFTC Ombudsman is available to address any potential concerns regarding the procurement process.
