About this opportunity
The National Oceanic and Atmospheric Administration (NOAA), part of the Department of Commerce, has issued a Special Notice seeking tower space in Nebraska to support National Weather Radio (NWR) operations. NOAA is conducting market research to identify potential sources for tower and shelter space at nine locations throughout Nebraska where they currently lease facilities under existing agreements. The agency is seeking information from all interested parties to ensure maximum competition and cost-effectiveness for future requirements. NOAA will consider relocating its NWR infrastructure to alternate sites if a comprehensive cost-benefit analysis demonstrates that doing so would be in the government's best interest. The attached technical specifications document details the current infrastructure requirements, including transmitter types, frequencies, antenna specifications, and site locations across cities such as Scottsbluff, Grand Island, North Platte, Lincoln, and others.
The primary objective of this market research is to identify competitive alternatives for tower and shelter space leases that could potentially offer better value to the government. Interested parties must submit responses by September 30, 2025, via email to the designated NOAA contact. Companies responding must provide comprehensive information including company details with SAM.GOV registration confirmation, site location coordinates, tower specifications including type and height, available ground space for equipment shelters, site access details, utility availability, and rough order of magnitude pricing for monthly or annual lease costs. Contractors must be able to accommodate specific technical requirements including antenna mounting heights ranging from 307 to 700 feet above ground level, commercial power and telecommunications services, and vehicle accessibility for maintenance operations. This opportunity falls under the NAICS code 531190 for Lessors of Other Real Estate Property and PSC code X1BG for Lease/Rental of Electronic and Communications Facilities.
