About this opportunity
The National Oceanic and Atmospheric Administration (NOAA), a component of the Department of Commerce, has issued a Special Notice seeking tower space in Alabama to support its National Weather Radio (NWR) program. The agency is conducting market research to identify potential sources for tower and shelter space at nine locations throughout Alabama, including sites in Anniston, Demopolis, Dozier, Florence, Huntsville, Louisville, Mobile/Spanish Fort, Montgomery, and Tuscaloosa. NOAA currently maintains leasing agreements at these nine separate locations but is exploring options to ensure maximum competition and cost-effectiveness for future requirements. The opportunity is classified under NAICS code 531190 for Lessors of Other Real Estate Property and PSC code X1BG for Lease/Rental of Electronic and Communications Facilities. Responses to this market research inquiry are due by September 15, 2025.
The purpose of this Special Notice is to gather comprehensive information from interested parties who can provide tower and shelter space that meets NOAA's technical specifications for National Weather Radio operations. Each site requires specific technical capabilities including transmission frequencies ranging from 162.400 MHz to 162.550 MHz, transmitter types of either D/CR or D/ARM with power outputs of 300W or 1KW, and antenna heights varying from 200 to 500 feet. Interested contractors must submit detailed responses including company information with SAM.GOV registration confirmation, site specifications with tower type and height details, ground space descriptions for equipment shelters, site accessibility information, utility availability, and rough order of magnitude pricing for lease costs. NOAA will consider relocating its NWR infrastructure to alternate sites if a comprehensive cost-benefit analysis demonstrates it would be in the Government's best interest. All responses and questions must be submitted via email to Chris Townsend at christian.townsend@noaa.gov by the September 15, 2025 deadline.
