About this opportunity

The National Oceanic and Atmospheric Administration intends to award a sole-source contract for annual preventative maintenance, calibration, testing, and certification of hydrogen systems at National Weather Service stations; no solicitation release date is specified. This procurement will not use a small business set-aside despite the sole-source designation. FP2Fire, Inc. is the identified awardee, as it designed, manufactured, and installed the hydrogen control systems at upper air stations throughout the NWS Eastern Region and at Grand Junction, Colorado, and is the only vendor capable of maintaining and repairing these systems to specification. The scope covers seven HISS units and three Hydrogen Electrolyzers, including visual inspection of all components, leak testing, pressure testing, temperature checking, filter and cartridge replacements, on-site spare lube cartridge restocking, safety procedure certification, final system checks, and annual troubleshooting and warranty service. NOAA states that soliciting from other sources would hinder the NWS's ability to issue timely forecasts, watches, warnings, and advisories necessary for protection of life and property.
