About this opportunity
The National Oceanic and Atmospheric Administration (NOAA), acting through the Western Acquisition Division, seeks to procure maintenance services for the NOAA Weather Radio (NWR) Transmitter System in Kentucky. The NWR network continuously transmits recorded weather and all-hazards warning information to support the National Weather Service's mission to provide forecasts, warnings, and climate information for the protection of life and property across the United States and its territories. This is a sole-source acquisition being issued to the Kentucky Authority for Educational Television under the statutory authority of 41 U.S.C. 1901, which permits procurement without full and open competition when only one responsible source can satisfy agency requirements. This presolicitation notice is published for informational purposes only and is not a request for competitive proposals; however, interested parties may submit capability statements demonstrating their ability to provide the requested services for agency consideration prior to award. The deadline for submission of capability statements is April 29, 2026, and responsible parties must appropriately mark any proprietary information included in their submissions.
This acquisition carries no small business set-aside designation and is classified under NAICS Code 811210 (Electronic and Precision Equipment Repair and Maintenance) with a business size standard of $34 million. The contract will be structured as a Firm-Fixed-Price (FFP) agreement with a four-year term consisting of one twelve-month base year and three twelve-month option years. The Kentucky Authority for Educational Television is the identified incumbent contractor anticipated to receive this sole-source award. While the presolicitation notice does not explicitly state a specific contract value or budget range, the firm-fixed-price structure and the scope of maintaining a statewide weather radio transmitter network suggest a substantial ongoing maintenance commitment. The government will complete its evaluation of any submitted capability statements and proceed with contract award following the presolicitation notice period.
