About this opportunity

The Department of Commerce's NOAA Office of Coast Survey is conducting market research through a Sources Sought Notice for Coast Pilot Production System (CPPS) maintenance and support, with responses due November 6, 2026 at 12:00 PM Eastern Time; no set-aside is used, and this is not a request for quotation. The contract covers system upgrades, maintenance, and support for the CPPS, which produces the U.S. Coast Pilot, ten nautical publications required for regulated vessel navigation. The anticipated structure is one base year from May 5, 2027 through May 4, 2028, plus four option years, under a Firm Fixed Price contract. The NAICS code is 541511, with a small business size standard of $34 million.

Work is normally performed at the contractor's site. Onsite support at OCS headquarters in Silver Spring, Maryland may be required, with the Government providing office space, supplies, and equipment; contractor travel costs are the contractor's responsibility.

Required expertise includes Adobe Creative Suite and Adobe InDesign Server desktop publishing, XML and database publishing, Coast Pilot practices and procedures, and NOAA products including Electronic Navigational Charts (ENCs). Within 12 months of award, the contractor must update Microsoft .NET, Bootstrap, and CKEditor to their latest versions. Telephone and email support runs 8:00 AM to 4:00 PM Eastern, Monday through Friday, with immediate response when the CPPS is down or generating corrupt production data. Security obligations include compliance with DOC IT Security Program Policy, annual NOAA IT Security Awareness training, and biweekly connection of Government Furnished Equipment to networks for about two hours.

Capability statements, capped at ten pages, must include company name and address, SAM Unique Entity Identification Number, size and socio-economic classification relative to NAICS 541511, point of contact information, and an explanation of capability. Submit by email to Kirstin Bryant (Kirstin.Bryant@noaa.gov) with a copy to Nicole Lawson (Nicole.Lawson@noaa.gov). No feedback is provided on individual statements, no cost reimbursement is available, and standard brochures are unacceptable.
