About this opportunity

The National Oceanic and Atmospheric Administration (NOAA) is conducting market research for a portable laser ablation system to be used aboard NOAA vessels for rust removal and marine coating preparation. This sources sought notice, issued through NOAA's Eastern Acquisition Division in Norfolk, VA, seeks qualified vendors who can supply, train, and support a pulsed fiber laser system with specific technical capabilities including 300-500 watts power output, tuning capabilities for pulse duration and frequency, and compatibility with shipboard power systems of either 120V or 220V AC. The system must be portable by a single person through all shipboard spaces and capable of reaching all areas of vessels up to 280 feet in length, while providing surface cleanliness equivalent to SPCC-SP-10 standards and establishing surface profiles up to 4 mils on mild carbon steel. The procurement falls under NAICS code 423610 for electrical apparatus and equipment merchant wholesalers, with responses to this sources sought notice due by July 1, 2025.

This opportunity does not include any set-aside designations and is open to all qualified contractors, with small business size standard set at 200 employees for the applicable NAICS code. The technical specifications require a comprehensive fume extraction system with minimum 300 CFM airflow capacity, multi-stage filtration including HEPA and activated carbon filters, and the entire extraction system must weigh no more than 60 pounds for single-person portability. The laser system must include a minimum 20-foot umbilical cord from the main unit to the laser head and feature programmable presets for different applications with scan patterns beyond simple line patterns. NOAA emphasizes that this is strictly a market research exercise for planning purposes, with no solicitation document currently existing and no guarantee that a formal procurement will follow.
