About this opportunity
The National Oceanic and Atmospheric Administration (NOAA), under the Department of Commerce, issued a Justification for an Exception to Fair Opportunity to award a sole-source task order modification to Soliel LLC for Controlled Unclassified Information (CUI) safeguarding and compliance support services. The services encompass strengthening NOAA's ability to protect CUI and sensitive data, reviewing security documentation, developing CUI handling processes and training materials, and providing expert guidance to NOAA's Chief Data Officer, Chief Privacy Officer, and Chief Information Security Officer. The contracting officer justified the sole-source award under FAR 16.507-6(b)(3) as a logical follow-on to the existing Enterprise-Wide System Security and Compliance (EWSSC) effort under GSA 8(a) STARS III contract, determining that the CUI program requirements are directly related to and substantially encompassed within existing services rather than representing a new functional domain. The task order is valued at a redacted amount and covers a performance period from March 1, 2026 through January 9, 2028, with the contracting officer indicating plans to open competition for this requirement in fiscal year 2027, quarter 4. The work supports NOAA's IT security policy development, maintenance, and implementation across the agency's Risk Management Framework and cloud activities.
