About this opportunity

The National Nuclear Security Administration (NNSA), a civilian agency within the Department of Energy, has issued a Special Notice seeking market research for a Program Management Information System (PMIS) for its Research, Development, Test & Evaluation (NA-11) office. The notice is specifically focused on obtaining a comprehensive software solution to standardize program management across five subprograms with an operational budget exceeding $3 billion. This Request for Information (RFI) aims to identify potential vendors capable of developing an advanced information system that can efficiently track project scopes, work packages, and budget requirements across the organization. The PMIS is intended to support both unclassified and classified environments and provide integrated capabilities for strategic planning and decision-making. The opportunity is categorized under Custom Computer Programming Services (NAICS 541511) and is structured as a potential firm-fixed price procurement.

Contractors interested in responding to this RFI must submit a 15-page capability statement by April 30, 2025, at 1:00 PM EST to kyle.krzywicki@nnsa.doe.gov. NNSA is particularly seeking vendors with demonstrated experience providing program management systems to large technical companies, with preference given to those with prior implementation in nuclear security enterprise organizations. The desired system must offer comprehensive features including artificial intelligence integration, customized user training, version control, and 24/7 availability. Eligibility is open to contractors who can demonstrate expertise in developing complex, secure program management solutions with the flexibility to potentially support other Defense Programs organizations. The contract is envisioned as a five-year base agreement with five additional one-year renewal options, emphasizing the need for a long-term, adaptable solution that can evolve with the organization's changing requirements. Successful contractors will need personnel with DOE Q clearances and the capability to support intricate planning, programming, budgeting, and evaluation processes.
