About this opportunity

The Indian Health Service, Navajo Area Indian Health Service (NAIHS), has published a Special Notice announcing its intent to award a non-competitive, restricted competition contract to Central Consolidated School District for consultation services. The contract is with the Northern Navajo Medical Center located in Shiprock, New Mexico, and falls under the Elementary and Secondary Schools NAICS category (611110). This Special Notice was posted on December 1, 2025, and represents the agency's intent to restrict competition based on the determination that only one responsible source can meet the government's requirements. The award will be issued as a base year plus four option years, spanning from January 15, 2026, through January 14, 2031. The contract action is authorized under 41 U.S.C. 3304(a)(1), which permits non-competitive procurement when supplies or services are available from only one responsible source.

The primary objective of this contract is to provide consultation services to support the Health Promotion Disease Prevention (HPDP) department at Northern Navajo Medical Center, with services commencing on January 15, 2026, and concluding on January 14, 2027, for the base period. Central Consolidated School District has been identified as the sole qualified provider due to its unique position as the only school district within the Shiprock Service Unit with access to the Natatorium swimming pool, which is essential for IHS rehabilitation and physical therapy services for patients and staff. The contractor will provide support for community-based HPDP wellness initiatives encompassing both specific and mental health wellness programs. As this is a Notice of Intent and not a request for competitive proposals, the Special Notice does not solicit bids from other potential contractors. While a specific due date of December 16, 2025, is noted, interested parties should note that this restriction on competition precludes standard competitive bidding opportunities for this engagement.
