About this opportunity
The National Institute of Standards and Technology (NIST), under the Department of Commerce, seeks quotation for one new IR Spectrometer System, NLIR Model S-MIDWAVE-2050-400-2K-F, with quotations due May 1, 2026 at 4:00 p.m. Eastern Time and written questions due April 28. This is full and open competition under NAICS 334516 (Analytical Laboratory Instrument Manufacturing) with a small business size standard of 1,000 employees; brand name exclusion applies.
Place of performance is Gaithersburg, Maryland (100 Bureau Drive, Gaithersburg, MD 20899). The system will support thermal radiance and emissivity measurement of metal thin films in the Material Measurements Laboratory within NIST's Materials Measurement Science Division.
The spectrometer must be new, factory-original equipment with the following performance specifications: detector sensitivity of 130k counts/(msw), minimum detectable optical power of 5 pW/nm, spectral collection rate exceeding 250 Hz, spectrum resolution of 6 cm⁻¹ or better, spot size range of 300–500 micrometers, and working distance between 100–200 mm. The system must be optical fiber coupled with MWIR light gathering optics, operate via USB or Ethernet connection to Windows 10 or 11 PC, not exceed 10 kg in mass, and operate from 120V US outlet. Delivery is F.O.B. Destination within twelve weeks of award. Used, remanufactured, experimental, prototype, or gray market equipment is not acceptable. Software must support parameter control, spectral data collection to non-proprietary formats, and include an API if available. The contractor must provide one year warranty commencing upon Government acceptance and submit a firm fixed price quotation including all shipping and delivery costs.
Quoters must submit three volumes: Technical Quotation (specifications and capability), Price Quotation (firm fixed pricing), and Terms and Conditions (acceptance or exceptions). Award goes to the responsible quoter offering the lowest priced, technically acceptable quotation. Quoters must maintain active SAM.gov registration through award, performance, and final payment. Questions and quotations are submitted electronically to Contract Specialist Ranae Armstrong (ranae.armstrong@nist.gov) and Contracting Officer Don Collie (Donald.collie@nist.gov).
