About this opportunity
The National Institute of Standards and Technology (NIST) has issued a Special Notice announcing its intent to sole source a purchase order for sponsorship of the SC37 Biometric Standards Plenary Sessions. The notice, published on July 15, 2025, indicates NIST's intention to negotiate directly with the International Committee for Information Technology Standards (INCITS) located in Washington, DC. This is a notice of intent rather than a solicitation, meaning no formal quotation process will occur. The acquisition falls under FAR Subpart 13.106(b)(1) authority and uses NAICS code 561920 with a $20 million size standard. The period of performance extends from the date of award through January 16, 2026.
The purpose of this sponsorship is to support NIST's mission in developing biometric standards for terminology, interoperability, quality, and testing, particularly for law enforcement and border security applications. NIST justifies the sole source approach by stating that INCITS exclusively organizes and hosts these plenary sessions without working through third parties, making them the only entity capable of providing the required conference sponsorship opportunity. Interested parties who believe they can satisfy the requirements must submit written responses by July 22, 2025, at 11:00 AM Eastern Time to Lauren Roller at Lauren.Roller@nist.gov. Responses must include business information, UEI number, business classification, and capability statements. All contractors must maintain active registration in the System for Award Management (SAM.gov) to be eligible for consideration.
