The National Institute of Standards and Technology seeks construction, modification, and installation of permanent ADA-compliant handrail systems across the NIST Boulder Campus, with proposals due May 11 and questions due April 27. Place of performance is the NIST Boulder Campus at 325 Broadway, Boulder, Colorado. Work includes verification of field conditions, demolition and replacement of select concrete stairs and curbs, fabrication and installation of handrails meeting 2010 ADA Standards for Accessible Design and OSHA requirements, removal of non-compliant lower railings, installation of middle railings, and coordination with the Contracting Officer's Representative for inspections and approvals. The contractor is responsible for site-specific safety planning, adherence to NIST security and access requirements, weekly progress coordination, and timely submission of deliverables. A pre-proposal site visit is scheduled for April 23, 2026 at 1:30 PM MT, with attendance list due by April 21.

The period of performance is 90 days from Notice to Proceed (estimated August 15, 2026), with work performed Monday–Friday, 0600–1800 Mountain Time. Deliverables due within 10 days of award include a detailed Microsoft Project schedule, site-specific safety plan, concrete mix design and compaction test results, exterior paint specifications, stainless steel hardware submittals, weather-strip tread specifications, and sleeve adapter specifications. The site-specific safety plan must be accepted before Notice to Proceed issues. Evaluation factors are Technical Approach, Schedule, and Price. Amendment 0002 (May 1) extended the proposal deadline by five days and incorporates 30 site-visit questions and answers addressing stair replacement locations, handrail specifications, background check procedures, hot work permit requirements, concrete design standards, and Procore software utilization for submittals.

The National Institute of Standards and Technology (NIST), U.S. Department of Commerce, is seeking a qualified contractor to provide all labor, materials, equipment, and supervision necessary to construct, modify, and install permanent ADA-compliant handrail systems across the NIST Boulder Campus located at 325 Broadway, Boulder, CO. This project, managed by the Facilities Maintenance Division, is intended to bring existing handrail infrastructure into full compliance with the 2010 ADA Standards for Accessible Design and applicable OSHA requirements, while also improving functionality for snow removal through removal of lower railings and installation of compliant middle rails. Work includes verification of field conditions, demolition and replacement of select concrete stairs and curbs, fabrication and installation of handrails meeting dimensional, graspability, continuity, and safety standards, and coordination with the Contracting Officer’s Representative (COR) for inspections and approvals. The contractor will be responsible for site-specific safety planning, adherence to NIST security and access requirements, weekly progress coordination, and timely submission of required deliverables.
