About this opportunity
The National Institute of Standards and Technology (NIST) is conducting market research to identify qualified vendors capable of providing commercial transit subsidy services through its Federal Workforce SmartBenefits program. The procurement seeks a contractor to provide monthly transit fares for federal employees using area mass transportation systems including METRO, MARC, commuter buses, and vanpools through an electronic SmartBenefits website platform. Key requirements include the contractor furnishing management, supervision, labor, materials, equipment, and supplies necessary for efficient, effective, and economical operations, including scheduled and unscheduled maintenance and repair of systems. This is a Sources Sought Notice only and is not a formal solicitation; interested firms must submit a three-page Statement of Capability by January 16, 2026, at 3:00 PM Eastern Time addressing company information, technical capabilities, and relevant experience with SmartBenefits operations. Responses should be emailed to Tony Schmidt at tony.schmidt@nist.gov, and NIST will use these submissions to determine appropriate sources for future procurement action.
This procurement is not designated as a set-aside; however, NIST has indicated strong interest in responses from small businesses and socioeconomic small businesses, with the relevant NAICS code being 485111 (Mixed Mode Transit Systems) and a small business size standard of $29 million. Should the requirement ultimately be set-aside for small businesses, contractors will face a 50 percent limitation on subcontracting, meaning at least 50 percent of personnel costs must be expended on prime contractor employees. The contract period of performance will be one year from the date of award, though the actual contract value and budget allocation have not been disclosed in this Sources Sought Notice. No incumbent contractor is identified in this notice, and the market research phase is designed to develop a competitive landscape prior to formal solicitation. This notice represents an early opportunity for interested contractors to express capability and establish themselves as potential bidders for the subsequent formal solicitation.
