About this opportunity
The National Institute of Standards and Technology (NIST) Boulder Campus seeks a qualified small business contractor to remove and replace two existing wooden staircases with new galvanized steel stair assemblies in Building 2's lower-level mechanical room, with proposals due May 15 and questions due May 8. The procurement is a total small business set-aside under NAICS 236220.
Place of performance is Boulder, Colorado. The work includes demolition and legal disposal of one 5-riser and one 9-riser wooden staircase, and field fabrication and installation of new galvanized steel assemblies with slip-resistant industrial treads, code-compliant handrails and guardrails, and secure anchoring to the existing structure. Due to restricted mechanical room access, stair assemblies must be field-fabricated and installed in place, including required on-site welding. Work also encompasses coordination with existing mechanical, electrical, and plumbing systems; protection of adjacent surfaces; cleanup and debris removal; and compliance with the International Building Code, OSHA regulations, and NIST safety and security requirements. The performance period is 120 days from notice to proceed.
A mandatory site visit is scheduled for April 29 at 1:30 pm at Building 2, with the list of individuals due April 27. Amendment 0001, effective May 12, incorporates Q&A addressing structural engineering responsibilities, prefabrication feasibility, mechanical/electrical system relocations, existing structural substrate conditions, and field welding operations. The amendment also incorporates FAR Clause 52.222-90 addressing diversity, equity, and inclusion discrimination compliance. The contractor must submit a site-specific safety plan within seven days of award and obtain material submittals and schedule approval before work begins. Payment is made upon receipt of proper invoices submitted electronically to INVOICE@NIST.GOV or through the Treasury's Invoice Processing Platform.
