About this opportunity

The National Institute of Standards and Technology seeks a small business contractor to perform exterior building repair and renovation work at the NIST Boulder Campus, with proposals due June 5, 2026. This is a total small business set-aside.

Place of performance is Boulder, Colorado. The primary scope includes removal and replacement of the existing foam roof system on Building 8 with a new 22-gauge galvanized metal roof deck system, installation of new fascia, gutters, downspouts, replacement of all existing insulation with R-60 rated insulation (or R-30 if R-60 cannot be achieved without modifying building structure), and installation of snow guards. Three options include: demolition and reconstruction of the northwest entrance overhang at Building 5 with new gutter system and painting; reinstallation of an ornamental vent stack cap on Building 3; and removal and replacement of the main entrance door system, frame, concrete slab (approximately 55 square feet), and structural supports at Building 11. Work encompasses demolition, roofing, sheet metal, concrete, structural, and door installation activities while maintaining building protection and compliance with all applicable safety requirements. The roofing system must use factory-finished galvanized steel panels with Kynar painted finish, and contractors must provide manufacturer warranty details matching the manufacturer's warranty length per NIST General Contractor requirements.

Period of performance is 180 calendar days from Notice to Proceed. The NAICS code is 236220, Roof, Siding, and Sheet Metal Contractors, with a size standard of $19 million. Contractors must submit performance and payment bonds, comply with construction wage rate requirements, FAR clauses, OSHA standards, Colorado state and local regulations, storm water protection, and NIST facility security protocols including identification badges and background checks. A mandatory pre-bid site visit occurs May 14, 2026 at 1:30 PM Mountain Time; attendee names are due May 12. Questions are due May 25. Amendment 0001 (May 29) extended the proposal deadline from June 1 to June 5 and clarified roofing and insulation specifications. Amendment 0002 (June 1) restated insulation replacement requirements regarding the R-30 alternative.
