About this opportunity

The Department of the Navy Naval Supply Systems Command (NAVSUP) Weapon Systems Support Philadelphia intends to procure repair services for a receiver-transmitter unit (NIIN: 01-560-2895, P/N: 264A020-1) under a sole source basis. This is a repair requirement for critical defense communication equipment classified under NAICS 334511 (Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing). The Government anticipates that only one responsible source can satisfy agency requirements due to proprietary data and manufacturing limitations, with the contract expected to be awarded under an existing Basic Ordering Agreement (BOA). Evaluation will be conducted under FAR Part 15 procedures, and all proposals received within 35 days of this synopsis will be considered; however, the Government does not plan to delay this acquisition to wait for Source Approval Request (SAR) approvals from competing firms. The pre-solicitation notice was posted on December 4, 2025, with a response deadline of December 9, 2025.

Lockheed Martin is identified as the intended sole source contractor for this repair work. No set-aside designations apply to this procurement. The requirement involves the repair of two (2) units of the specified receiver-transmitter equipment. The Government will utilize electronic procedures through NECO for solicitation submission, and no telephone requests will be accepted. While no specific award value is disclosed in this pre-solicitation notice, the repair nature of the requirement and the limited quantity suggest a relatively modest contract value. Firms not currently approved to manufacture this material must submit a SAR if they wish to compete, though the Government has indicated this requirement will not be delayed pending such approvals.
