About this opportunity
The Naval Supply Systems Command (NAVSUP) Weapon Systems Support in Philadelphia is seeking to procure the repair of two Data Converter units (NIIN: 01-366-7955, P/N: 70600-81859-101, NSN: 7R 6605 013667955). This is classified as a sole source repair opportunity under 10 U.S.C. 3204(a)(1), with the Government intending to negotiate with only one responsible source. The agency has identified that no drawings or data are available and that it does not own the intellectual property rights necessary to source this part from alternative suppliers. While this is being synopsized as a sole source procurement, all responsible sources may submit capability statements, proposals, or quotations for consideration by the agency. Proposals must be submitted electronically through NECO, and all proposals received within 35 days of this synopsis (by February 9, 2026) will be evaluated. The pre-solicitation notice was posted on January 5, 2026, with a response deadline of January 12, 2026.
This procurement carries no small business set-aside designation. Sikorsky is the anticipated sole source for this repair work, and award is expected to be issued under the existing Basic Ordering Agreement (BOA) N00383-22-G-Y601. The requirement consists of two units for repair, and the procurement will be conducted under FAR Part 15 procedures rather than the commercial item acquisition framework. Any firm not already approved to manufacture this material must submit a Source Approval Request (SAR); however, the Government will not delay this requirement to await SAR approval. The notice indicates that the Government conducted market research supporting the sole source determination and does not anticipate delays in award processing.
