About this opportunity
The National Institutes of Health (NIH), specifically the National Heart Lung and Blood Institute under the Department of Health and Human Services, issued a Limited Source Justification for IT modernization support services to continue critical cybersecurity infrastructure work. The justification covers a contract modification with Triple Point Security to complete GRC (Governance, Risk, and Compliance) tool implementation, develop a Zero Trust Architecture (ZTA) roadmap, and achieve Optimum ZTA Maturity in alignment with Executive Order 14028 on cybersecurity improvements. The sole source justification was based on the proprietary and specialized nature of work already completed by the incumbent vendor, with NIH's market research indicating a cost avoidance of $2.88 million by continuing with Triple Point Security rather than duplicating approximately 30% of work completed over the past two years. The contract modification increases the total value from $2.36 million to $4.69 million for Option Year 2, covering the period from September 20, 2025, through September 19, 2026. The work encompasses six key tasks including program management, GRC tool development, ZTA roadmap development, and various executive leadership support services, all structured as firm-fixed-price arrangements.
Notice text
The purpose of the BPA Call modification is to complete the GRC tool implementation to modernize components of the NIH A&A Program, assist NIH to complete the development of a ZTA roadmap, achieve Optimum ZTA Maturity in alignment with Executive Order (E.O.) 14028, Improving the Nation’s Cybersecurity, and provide executive leadership support during the implementation of the ZTA roadmap.
