The Department of Homeland Security (DHS) National Protection and Programs Directorate (NPPD)/Office of Infrastructure Protection (OIP) has a requirement for planning support services in support of the National Infrastructure Coordinating Center (NICC) Technical and Data Information Strategy.
This requirement is being solicited on a sole-source basis under the authority of Federal Acquisition Regulation (FAR) 13.106-1(b)(1)(i). The requirement is set-aside for Economically Disadvantaged Women-Owned Small Businesses (EDWOSB). It is anticipated that a firm-fixed price contract will be awarded following receipt of quote in response to this solicitation.
The period of performance shall be 120 days following contract award. No option periods shall be included or awarded in the contract.
The scope of the requirement will include the development of detailed objectives and the definition of near-time situational awareness, a prioritization framework to support selection among the data sources, coordination opportunities with NPPD, DHS, and Federal partners to leverage available sources at low or no-cost, and expected enhancements from the available data. This requirement represents the first step toward developing a plan to implement the authoritative data sources study to assist NICC watch operations to effectively monitor critical infrastructure and provide situational awareness.
The Request for Quotation (RFQ) shall require the Quoter to submit a Technical Quotation and a Price Quotation.
