About this opportunity
The National Institute of Allergy and Infectious Diseases (NIAID), a component of the Department of Health and Human Services, awarded a competitive cost reimbursement, level of effort contract to EMINENT SERVICES CORP on April 1, 2026, under contract number 75N93026C00003 for an awarded value of $32,946,769.00. The contract supports the NIAID Clinical Products Center (CPC) and will operate from April 1, 2026 through March 31, 2027 for the base period, with a total period of performance extending through March 31, 2033, including all option periods. The Government determined that a cost reimbursement contract structure was necessary rather than a fixed-price arrangement due to the dynamic, science-responsive nature of the work, the absence of precise specifications, and the inherent difficulties in accurately estimating costs for this evolving requirement. The contract was awarded without a small business set-aside.
Notice text
A competitive cost reimbursement, level of effort (term) type contract was awarded, for the period of performance of April 1, 2026 through March 31, 2027 (Base Period), and a total period of performance (including base period and all options) of April 1, 2026
through March 31, 2033. Upon analysis of the type of work and all associated costs involved, a fixed-price type contract was not feasible due to the absence of precise specifications and difficulties in estimating costs with accuracy. Based upon the uncertainties involved, the Government would assume undue risk in attempting to fit a relatively dynamic (science responsive and result-driven) requirement into a fixed-price environment. A fixed-price contract would be disadvantageous to the Government, since it does not provide the Government with the flexibility that is needed to responsibly shiftwith the evolving needs of the requirement.
Awarded contract 75N93026C00003 to EMINENT SERVICES CORP for 32946769.00 on 2026-04-01.
