This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.  The solicitation number is W912TF-23-Q-0019 and is issued as a Request for Quote (RFQ), unless otherwise indicated herein. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2023-04. The associated North American Industrial Classification System (NAICS) code for this procurement is 332510, Hardware Manufacturing, a small business size standard of 750 EMP.  This requirement is 100% set-aside for small business, and only qualified vendors may submit quotes. The solicitation will start on the date this solicitation is posted and will end on 15 September 2023, 4:00PM. Eastern Time. Free On Board (FOB) Destination shall be required to 1 Minuteman Way, Concord, NH 03301. The Government contemplates award of a Firm-Fixed Price (FFP) contract.

The NH National Guard requires the following items:  

CLIN 0001:  DOWNDRAFT TABLE (QTY = 1 EA)

- Industrial Downdraft table/booth for welding, grinding, laser and plasma cutting, deburring, painting,  sanding, soldering, and brazing.

-Side and back walls

-metal mesh pre-filter, and grounding lug  

-Dimensions of a 48"Wx42"L work surface. 

-Entire unit footprint shall not   62"Wx43"L

-Must be able to accommodate voltage  w/ voltage of 230v/3P/60Hz.

-Must be able to filter airborne cadmium particulate to a concentration levels in excess of five micrograms per cubic meter of air (5 µg/m3), calculated as an eight-hour time-weighted average exposure (TWA) IAW permissible exposure limits established by OSHA standard 1926.1127(c)

-Must be able to filter airborne lead particulates to a concentration less than fifty micrograms per cubic meter of air (50 µg/m3) averages over an 9-hour period IAW OSHA standard 1910.1025(c)(1)

-Secondary high efficiency particulate arrestance (HEPA) filters w/ hospital-grade filtration (99.97% efficiency of 0.3 micron particles) that will allow in-door venting for most applications such as welding, grinding, and deburring.  Filter set-up capable of OSHA standard for operation where hexavalent chromium is measurable and present.

-Set of four (4) 3” swivel castors

CLIN 0002:  SELF CLEANING FUME EXTRACTOR (QTY = 1 EA)

-13’ Extractor arm w/ flex hose and brackets

-1.5 hp motor capable of 1200 CFM using 120v/1P/60Hz power

-Must be of rugged external construction

-Include a high efficiency air filtration system

-Set of four (4) 3” swivel castors

-Secondary HEPA filter providing highest level of filtration efficiency (99.97% efficiency of 0.3 micron) specifically for environments where stainless/galvanized steel fumes are present

Quotes must be valid for sixty (30) days. 

All technical or contractual questions shall be submitted in writing via e-mail no later than 12:00 noon EST on 11 September 2023 to Matthew Lapointe at matthew.r.lapointe.civ@mail.mil. Telephone inquiries will not be accepted. If the Government responses to technical questions affect the Statement of Work requirements or any other portion of the solicitation, then an Amendment of Solicitation will be issued. The subject of your email must include your company's legal name, state the nature of your email and include the Solicitation Number W912TF23Q0019. For example, the subject of your email should be similar to the following: Quote Submission by Company XXXXX, Solicitation Number W912TF23Q0019 Company XXXXX Question Regarding Solicitation Number W912TF23Q0019.

This solicitation requires registration with the System for Award Management (SAM) in order to be considered for award, pursuant to applicable regulations and guidelines. Registration information can be found at www.sam.gov.

Registration must be "ACTIVE" at the time of award.
