About this opportunity

The Department of Veterans Affairs Veterans Health Administration Network 21 has issued a Special Notice for NFIM (NeuroMyofascial and Frequency Specific Microcurrent) Training and Equipment to support the North Las Vegas VA Medical Center. This notice announces the agency's intent to sole source a contract under FAR 13.106-1(b)(2), indicating that only one source is available to meet the government's requirements. The procurement involves acquiring specialized medical equipment including multiple MEND Professional and Wellness Devices, electrode components, and a Berman Laser, along with comprehensive training services. The contract will run from September 8, 2025, to September 7, 2026, and falls under the electromedical apparatus manufacturing industry category. The total package includes both equipment delivery and extensive educational components for VA healthcare personnel.

The primary objective of this Special Notice is to provide an opportunity for other qualified vendors to demonstrate their capability to perform this requirement before the government proceeds with sole source acquisition. Interested contractors must submit their responses to the designated contracting officer by September 3, 2025, at 10:00 AM Pacific Time, including detailed documentation supporting their capabilities. Non-original equipment manufacturers must provide authorized distributor letters from the OEM, while small businesses must explain compliance with subcontracting limitations and nonmanufacturer rules. The training component includes a comprehensive program featuring 2-day face-to-face NeuroMyofascial training for 10 students, prerequisite virtual training, a 16-hour FSM Foundations course, and a 3-day preceptorship session. If no qualified responses are received, the government will proceed with the planned sole source contract award, emphasizing that responses will only be used to determine whether competitive procurement should replace the sole source approach.

Notice text

This is a notice of intent to sole source a contract under the authority of FAR 13.106-1(b)(2), only one source being available to meet the Government’s need. This sole source RFQ is to provide NFIM Training and Equipment supporting North Las Vegas VAMC in accordance with the Statement of Work.

Any responsible source that feels it is capable in performing this requirement may submit a quote for the above RFQ and describe and/or submit documentation to support your capabilities. If you are not the OEM and a small business, you must indicate in your response how you will comply with limitations on subcontracting and/or the nonmanufacturer rule. Responses should be submitted to Kayla Haruguchi at Kayla.Haruguchi@va.gov no later than 9/3/2025, at 10:00 AM Pacific Time to be considered.

The Government will not pay for information submitted. Any responses received will only be considered for the purpose of determining whether to conduct a competitive procurement in lieu of sole source contract described in this notice, and such determination shall be made at the sole discretion of the Government. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirement. If no responses are received, the government will proceed with the Sole Source acquisition.
