This Special Notice was published by the U.S. Department of Homeland Security's Federal Emergency Management Agency on behalf of the National Fire Academy located at the National Emergency Training Center. The Notice regards a sole source contract opportunity with Dynamic Animation Systems, Inc. to upgrade the current command and control simulation software and revise personal computer based simulations for the Academy's command and control curriculum.

The purpose of this Special Notice is to solicit market research to determine if sole sourcing this contract to Dynamic Animation Systems is appropriate given they created the existing system. Responses are due by August 23, 2021 and shall include information demonstrating how the proposed services meet requirements and provide details on capabilities and qualifications. Only woman-owned small businesses are eligible to participate. The contract, if awarded non-competitively, would be for a period of one hundred ninety-five days to upgrade equipment and revise simulations for the Academy's command and control training programs.

This special notice is a Synopsis of a Proposed Contract Action in accordance with the requirements of the Federal Acquisition Regulation (FAR) Subpart 5.2 as the circumstances of the contract action deem only one source reasonably available. Accordingly, the Government intends to solicit from a single source for a commercial service purchase in accordance with the authority at FAR Subpart 13.5.

The U.S. Department of Homeland Security (DHS) / Federal Emergency Management Agency (FEMA) / United States Fire Administration (USFA) on behalf of the National Fire Academy (NFA), located at the National Emergency Training Center (NETC), intends to contract on a sole source basis with Dynamic Animation Systems, Inc., (DAS), located at 14370 Sullyfield Cir, Suite A, Chantilly, VA., 20151. DHS / FEMA intends shortly after the expiration of this special notice to issue a non-competitive award with a maximum period of performance of one hundred ninety-five (195) days.

The purpose of the contemplated award is for DAS to upgrade the current system equipment and revise personal computer (PC) based Simulations (Job Aids) for Command and Control Curriculum in accordance with the attached Performance Work Statement (PWS).   

Market Research has determined that DAS is the only source reasonably available because DAS created the current system and all associated printed materials and supporting documents for classes that are built upon this system. The NFA would have to procure additional services to revise content, create new documents and visuals at a cost exceeding the cost of the upgrade from DAS, Inc. The existing systems also has several unique features and functions not presently available in the marketplace and represent the needs of the NFA with cue based, immersive training.

This special notice is not a request for competitive quotes and no solicitation document yet exists for this requirement. All parties interested in receiving the subsequent solicitation, which will not be made available through the Governmentwide point of entry (GPE), shall respond to this notice and:

  1. Include information on the proposed services that clearly supports the above described requirements;
  2. Fully explain your capabilities and qualifications by submitting a detailed capability statement.

Responses to this special notice must be made in writing and submitted via email (using PDF, MS Word, Excel Attachments) to Tom Albrecht, Contract Specialist, at tommy.albrecht@fema.dhs.gov. Responses must be received no later than the response date and time specified in this notice, and any late responses will not be considered.

All responses received by the closing date of this special notice will be considered by the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government to not conduct a competitive procurement based on responses to this special notice is solely within the discretion of the Government.
