About this opportunity

The U.S. Department of the Navy's Naval Sea Systems Command (NAVSEA), through its Program Executive Office for Undersea Special Mission Systems (PMS390), is seeking industry input on next-generation submarine rescue system solutions to replace current capabilities within five years of contract award. The agency is hosting a Reverse Industry Day event to gather specific solutions, ideas, and technologies from potential contractors rather than generic capability statements. NAVSEA requires solutions that maintain or exceed current capability levels while improving operational availability, transportability, and reducing program costs, with commercial certification by International Association of Classification Society (IACS) members being acceptable. The government is open to various contracting, ownership, operation, maintenance, and supportability strategies. The Reverse Industry Day event, originally scheduled for November 20, 2025, has been postponed to Wednesday, January 21, 2026, due to potential U.S. Government shutdown risks, with the location to be determined and announced at a later date. Interested parties should prepare specific technical and programmatic proposals for the one-on-one meetings scheduled during the event.

This pre-solicitation notice carries no set-aside designation, meaning all eligible contractors may compete regardless of business size or ownership status. No incumbent contractor or award value information is provided in the notice at this pre-solicitation stage. The event structure includes a 60-minute government overview of current submarine rescue capabilities and expectations for the new system, followed by a 30-minute open forum for questions and 30-minute individual meetings with interested parties to discuss proposed solutions. Specific numerical details regarding system performance requirements, operational parameters, or budget constraints are not disclosed in this pre-solicitation notice, as the government is still in the information-gathering phase. Interested contractors should monitor official federal procurement channels for updates regarding the rescheduled January 2026 event location and any subsequent formal solicitation announcements.
