About this opportunity
The Federal Aviation Administration (FAA) has issued a Special Notice regarding the NextGen Accountability Review, posted on December 30, 2025, with a due date of December 31, 2025. This announcement notifies industry of the FAA's intent to award a single-source contract to the National Academy of Public Administration (NAPA) without full and open competition. The notice is issued pursuant to Section 603 of the FAA Reauthorization Act of 2024, which specifically authorized NAPA to conduct an independent review of the NextGen Air Transportation System Program. The Special Notice is being administered in accordance with the FAA's Acquisition Management System (AMS) Guidance and is published for informational purposes only. As a civilian agency under the Department of Transportation, the FAA emphasizes that this requirement will be awarded exclusively to NAPA and is not available for competitive bidding.
The purpose of this contract is for NAPA to conduct an independent assessment of the FAA's performance in delivering and implementing quantifiable operational benefits to the National Airspace System (NAS) within the NextGen program. NAPA was designated by Congress as the authorized source to meet the FAA's requirements for this review, making this a congressionally mandated single-source award. This announcement is not a solicitation or request for proposal, and no other contractors are eligible to participate in this opportunity as it is not open for full and open competition. The contract falls under the Administrative Management and General Management Consulting Services category (NAICS 541611). Given the expedited posting and due date of December 31, 2025, this represents a time-sensitive notification of the FAA's contracting decision rather than an open bidding opportunity for interested firms.
