About this opportunity
The Naval Surface Warfare Center Philadelphia Division (NSWCPD) intends to award a sole source contract to Woodward, Inc. for a Next Generation Full Authority Digital Control (FADC) system for DDG-51 class ships. The procurement focuses on replacing an existing Ship Service Gas Turbine Generator (SSGTG) FADC with an upgraded version that addresses current technological limitations, specifically obsolete components and cybersecurity vulnerabilities. The specific part numbers for the new FADC control systems are XT FADC 9900-1041 and XT FADC 9900-1043, which will improve the availability, reliability, maintainability, and supportability of the ship's electrical generation system. The government will utilize 10 U.S.C. 2304(c)(1) authority to negotiate with Woodward, Inc. as the sole source provider. Interested parties may submit written responses via email to Emily-Rebecca.Simpson.civ@us.navy.mil by April 24, 2025, with the understanding that the government retains full discretion in determining whether to proceed with a competitive procurement.
This pre-solicitation notice does not include a specific set-aside designation and does not indicate a predetermined award value. The procurement falls under NAICS Code 334519 for Other Measuring and Controlling Device Manufacturing and Product Service Code 6110 for Electrical Control Equipment. The contract will be executed through the Department of the Navy Naval Sea Systems Command, a defense agency. While the notice invites potential vendors to demonstrate interest and capability, the government has clearly signaled its intent to work exclusively with Woodward, Inc. for this next-generation SSGTG FADC system. The proposed solution will directly replace existing units using the current input/output structure and control algorithms, ensuring minimal disruption to existing ship systems while providing enhanced technological capabilities.

The Naval Surface Warfare Center Philadelphia Division (NSWCPD) intends to negotiate and award a sole source contract to Woodward, Inc., 1041 Woodward Way, Fort Collins, CO 80524-3468.
This requirement is for the Next Generation Full Authority Digital Control (FADC) aboard DDG-51 class ships. The acquisition will fill a need for an improved Ship Service Gas Turbine Generator Full Authority Digital Control (SSGTG FADC). The SSGTG FADC contains the gas turbine controller and accessory equipment required to control the SSGTG and output electrical power to the ship’s electric plant. The existing DDG-51 Class SSGTG FADC contains obsolete components critical to SSGTG operation and lacks cybersecurity hardening capabilities due to hardware and software limitations. The next generation SSGTG FADC (XT FADC) will directly replace the existing unit utilizing the current input/output structure and control algorithms, while upgrading hardware and software to improve availability, reliability, maintainability, and supportability of the SSGTG.
The P/N for this next generation XT FADC are:
- XT FADC 9900-1041 - AG9140RF - GENSET FADC Control System
-XT FADC 9900-1043 - AG9140 - GENSET FADC Control System
The Government intends to solicit and negotiate with only one source under authority of 10 U.S.C. 2304(c)(1), “Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements,” as implemented by Federal Acquisition Regulation (FAR) Subpart 6302-1.
THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS.
However, interested parties may identify their interest and capability by responding to the requirement. The Government will consider all information received prior to the closing date of this synopsis. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Responses shall be made in writing by e-mail to the attention of Emily-Rebecca.Simpson.civ@us.navy.mil using the contact information provided in this synopsis.
The applicable North American Industry Classifications System (NAICS) Code for this procurement is 334519. The Product Service Code (PSC) for this effort is 6110 – Electrical Control Equipment.
