About this opportunity
The Department of the Air Force Materiel Command Lifecycle Management Center at Eglin Air Force Base is seeking industry input for the Next Generation Penetrator (NGP) program, a prototype weapon system development effort. The Request for Information (RFI) solicits white papers from defense contractors to design a penetrator warhead weighing no more than 22,000 pounds with advanced guidance capabilities capable of achieving terminal accuracy within 2.2 meters in GPS-aided, degraded, and denied environments. Interested contractors must submit white papers by March 22, 2024, not exceeding 15 pages, demonstrating expertise in weapon design, modeling and simulation, rapid prototyping, and manufacturing. An Industry Day will be held March 5-6, 2024, with limited attendance requiring security clearances, to address technical questions and provide additional program details. The government will evaluate submissions based on technical feasibility, experience, schedule adherence, and potential cost and technical risks.
The program does not have a specific set-aside designation and is open to multiple defense contractors, with a networking list including companies such as Boeing, BAE Systems, General Dynamics, Northrop Grumman, and L3 Harris. The acquisition strategy focuses on a single contract award to ensure system integration, with an estimated 18-24 month development period targeting a Technology Readiness Level 3 design. The government plans to develop approximately 10 subscale and 3-5 full-scale warhead prototypes, with testing to be conducted by government teams to evaluate warhead survivability and lethality performance. While specific contract values are not disclosed, the RFI indicates the program will involve non-recurring engineering costs and initial prototype quantities. The ultimate goal is to develop a next-generation penetrator weapon system with advanced technological capabilities for strategic defense applications.
