About this opportunity

The Naval Air Systems Command (NAVAIR) intends to award a Fixed Price Incentive Firm Target (FPIF) contract to Raytheon for the production of Next Generation Jammer Mid-Band (NGJ-MB) systems. The contract will cover the procurement of up to forty-five shipsets, each consisting of two pods, along with associated support equipment, spares, non-recurring engineering, and technical data for both the United States Navy and the Royal Australian Air Force. Raytheon has been identified as the sole source for this procurement due to their unique position as the designer, developer, and manufacturer of the NGJ-MB system. The contract will be awarded on a sole source basis under Title 10, U.S. Code 2304 (c)(1), which allows for procurement from only one responsible source. The pre-solicitation notice is published for informational purposes, with interested parties able to submit capability information prior to the closing date of March 18, 2025.

The procurement is not set aside for any specific business category and represents a follow-on to the previous NGJ-MB LRIP Lot V contract. The government has determined that Raytheon is the only source with the requisite knowledge, experience, and technical data to manufacture the system without causing unacceptable delays in meeting Navy operational requirements. The contract will include a base for Lot 6 and options for Lots 7 and 8, with quantities subject to congressional appropriation. While specific award values are not disclosed, the procurement involves complex electronic defense systems in the Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing category (NAICS 334511). The government emphasizes that this notice does not commit to issuing a solicitation or making an award, and any interested parties can contact Shannon Bromiley or Shayne Kenny for additional information.

Notice text

The Naval Air Systems Command (NAVAIR) at Patuxent River, MD intends to award a Fixed Price Incentive Firm Target (FPIF) contract to Raytheon, an RTX business, 2000 East El Segundo Blvd., El Segundo, California.  This award will be on a sole source basis.  The contract, which is anticipated to include a base for Lot 6 and contract options for Lots 7 and 8, will provide for the production of an anticipated quantity of up to forty-five (45) Next Generation Jammer Mid-Band (NGJ MB) shipsets (two pods per shipset), and associated support equipment, spares, non-recurring engineering, and data for both the United States Navy and the Royal Australian Air Force.  The quantities identified herein are estimated and may be adjusted to reflect other such quantities as may be authorized and appropriated by Congress.  This proposed contractual action will serve as the follow-on procurement to the NGJ-MB LRIP Lot V contract.

As the sole designer, developer and manufacturer of the NGJ-MB system, Raytheon is the only source with the requisite knowledge, experience, and technical data required to successfully manufacture the system without causing unacceptable delays in meeting the Navy’s operational requirements.  In addition, an award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition.  The authority permitting other than full and open competition is Title 10, U.S. Code 2304 (c)(1), as implemented by FAR 6.302-1, ‘Only One Responsible Source’, and no other supplies or services will satisfy agency requirements.

This is not a commercial buy; therefore, the Government does not intend to use the provisions of FAR Part 12 for this acquisition.  This synopsis is published for informational purposes only.  (THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS).  Interested parties, however, may identify their interest and capability by responding to the requirement.  The Government will consider all capability information received prior to the closing date of this synopsis.  Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.  A determination by the Government not to compete based upon responses to this notice is solely within the discretion of the Government.  There is no commitment by the Government to issue any solicitation, make an award, or to be responsible for any monies expended by any interested party before award of a contract for the efforts detailed above.  Information provided herein in no way binds the Government to solicit for or award a contract.

If you have any questions regarding this synopsis, please contact Shannon Bromiley at shannon.k.bromiley.civ@navy.mil or Shayne Kenny at shayne.p.kenny.civ@navy.mil.
