About this opportunity

The Naval Air Systems Command (NAVAIR) at Patuxent River, MD intends to award a Cost Plus Fixed Fee (CPFF) delivery order modification to Raytheon Company for Next Generation Jammer Mid-Band (NGJ-MB) Cadre Maintenance Training. The modification will add one maintenance training event to an existing delivery order under Basic Ordering Agreement N00019-20-G-0007. NAVAIR has determined that Raytheon is the sole source for this requirement due to their unique position as the system's designer, developer, and manufacturer, possessing the specialized knowledge and technical data necessary to provide the training. The contract opportunity is being published for informational purposes, with interested parties invited to identify their capabilities prior to the January 29, 2025 closing date. The government retains full discretion to determine whether to pursue competitive procurement based on responses received.

The pre-solicitation notice is designated as an 8(a) Sole Source acquisition, specifically utilizing Title 10, U.S. Code 2304 (c)(1) as implemented by FAR 6.302-1 for "Only One Responsible Source" procurement. Raytheon Space and Airborne Systems, located in El Segundo, California, is the incumbent and proposed sole contractor for this effort. The procurement falls under NAICS Category 334511 for Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing, with a Product Service Code of U013 for Combat Education/Training. While no specific award value is disclosed, the modification represents an addition to an existing delivery order aimed at supporting the Navy's operational training requirements. The government emphasizes that this notice does not constitute a commitment to solicit, award a contract, or reimburse any costs incurred by interested parties during the pre-solicitation phase.

Notice text

The Naval Air Systems Command (NAVAIR) at Patuxent River, MD intends to award a Cost Plus Fixed Fee (CPFF) delivery order modification to The Raytheon Company, Space and Airborne Systems (SAS), 2000 East El Segundo Blvd., El Segundo, California. This award will be on a sole source basis. The delivery order modification will provide an addition of one (1) Maintenance Training event on the delivery order. This proposed modification is to delivery order N0001923F0265 placed under Basic Ordering Agreement (BOA) N00019-20-G-0007.

As the sole designer, developer and manufacturer of the NGJ-MB system, Raytheon is the only source with the requisite knowledge, experience, and technical data required to successfully support and provide materials for the aforementioned training events without causing unacceptable delays in meeting the Navy’s operational requirements. In addition, an award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition. The authority permitting other than full and open competition is Title 10, U.S. Code 2304 (c)(1), as implemented by FAR 6.302-1, ‘Only One Responsible Source’, and no other supplies or services will satisfy agency requirements.

This is not a commercial buy; therefore, the Government does not intend to use the provisions of FAR Part 12 for this acquisition. This synopsis is published for informational purposes only. (THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS). Interested parties, however, may identify their interest and capability by responding to the requirement. The Government will consider all capability information received prior to the closing date of this synopsis. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete based upon responses to this notice is solely within the discretion of the Government.

There is no commitment by the Government to issue any solicitation, make an award, or to be responsible for any monies expended by any interested party before award of a contract for the efforts detailed above. Information provided herein in no way binds the Government to solicit for or award a contract.
