The requirement encompasses continued system development, delivery of System Demonstration Test Articles (SDTA), enhanced cybersecurity and system security implementations, product and logistics support for operational prototypes, additional test and evaluation support, and software verification and deficiency corrections. This is a sole source procurement conducted under 10 U.S.C. 2304(c)(1) and FAR 6.302-1, justified on the basis that only one responsible source possesses the requisite engineering data, technical skills, and knowledge necessary to perform the work within required timeframes without substantial cost duplication. This procurement carries no set-aside designation and is being issued as a sole source contract modification to L3Harris Technologies (L3H) of Salt Lake City, Utah, the incumbent contractor and sole designer, developer, manufacturer, and integrator of the NGJ-LB system. As the current contractor with exclusive knowledge of the system's design, performance, and operational requirements, L3H is identified as the only source capable of executing the necessary development efforts. The notice does not disclose specific award values, budget ranges, or detailed timelines for service delivery, nor does it specify quantities of pods or other deliverables. This requirement is classified as research and development in physical, engineering, and life sciences under NAICS 541715 and falls under PSC category AC14, which covers national defense R&D services and Department of Defense military administrative expenses.
