About this opportunity
The Department of the Air Force Materiel Command Lifecycle Management Center at Robins Air Force Base is conducting market research to identify industry sources capable of developing and fielding innovative Next Generation Aerospace Ground Equipment (NGAGE) to support aircraft maintenance and operations across multiple platforms including fighters, bombers, cargo/airlift, tankers, and unmanned vehicles. The procurement seeks contractors to design, develop, test, and integrate new hardware and software for ground and aircraft common support equipment, with emphasis on digital engineering and multi-capable AGE with minimum two functional characteristics. Offerors must demonstrate experience in two focus areas: Original Equipment Manufacturer manufacture and delivery of aerospace ground equipment, and delivery of technical data and engineering documentation, using a self-scoring matrix based on work samples from U.S. Government contracts within the past five years. The evaluation will use a Technically Acceptable source selection approach across three factors: Technical Rating, Small Business Participation, and Price Proposal, with each rated as acceptable or unacceptable with no trade-offs permitted. Companies interested in participating must complete a detailed Contractor Capability Survey by close of business on July 9, 2025, with the government planning to hold a virtual Industry Day to support this market research effort.
This opportunity does not utilize any set-aside designations and encourages participation from both large and small businesses, including woman-owned, small disadvantaged, HUBZone, and veteran-owned businesses, with large businesses required to meet specific small business subcontracting goals including 30% overall small business participation. No current contractors or incumbents are identified in the documentation. The anticipated contract structure is an Indefinite Delivery/Indefinite Quantity (IDIQ) multiple award contract with a total estimated ceiling value of $910 million over a maximum performance period of ten years, consisting of a two-year base period and four two-year option periods. The contract will utilize Fair Opportunity Proposal Requests for individual Delivery Orders, with planned on-ramp opportunities every two years to capture latest market technology and allow additional vendors to join the contract vehicle. The government intends to award multiple contracts to responsible and acceptable offerors, emphasizing rapid modernization capabilities rather than long-term sustainment, full production runs, or build-to-print acquisitions.
