U.S. Department of Agriculture Intends to procure the following requirement  to the vendor – Corning Netoplix – Doing-Business-As – Corning - as a sole source procurement. This announcement constitutes the only solicitation, quotes are being requested and a written notice, will not be issued. Solicitation Number 995407 - is issued as a request for quotation (RFQ). This  solicitation  document  incorporates  provisions and  clauses which are in effect through Federal Acquisition Circular 2020-04 dated January 15, 2020.   This solicitation shall be reserved exclusively for small businesses  with a small business size standard of 1,000 employees  referencing  - NAICS - North American Industrial Classification Code 334516.    SHIP TO ADDRESS – USDA, ARS, NEA, EMFSL,10300 Baltimore Ave., Building 303 , Barc-East, Beltsville, Maryland 20705

For the prototype development of our next-generation handheld imaging devices – which must be compatible to the existing handheld hyperspectral imaging device developed using Corning MicroHSI 410 – manufactured by Corning Specialty Materials located at 9 Island Street Number – T in Keene, New Hampshire 03431  at for contamination and sanitation inspection, a compact hyperspectral sensor system -imaging spectrograph and CCD - must be installed in small, confined space. Traditional hyperspectral sensors from other vendors are bulky and heavy, and consequently cannot be used to develop compact or handheld systems. We have already developed a compact and lightweight first-generation handheld hyperspectral imaging device using the Corning microHSI 410 spectrograph and sensor. Corning uses a unique miniature solid-block monolithic spectrograph design to make the smallest and lightest research-grade line-scan hyperspectral sensors in the market. Compared to other hyperspectral sensors, the four sensors to be purchased from Corning, which have identical spatial and spectral ranges and resolutions, are much smaller 4.0 inches by 2.5 inches by 2.4 inches for microHSI 410 and lighter 1.0 pound for microHSI 410.  These compact and lightweight sensors by Corning are a unique requirement for fitting into the device housing units that we have already developed, based on the core of the microHSI 410 imaging spectrograph, to make four new prototype units of our handheld hyperspectral imaging device to be used for field testing. The following specifications must met. The sensor consists of a push-broom line imaging spectrometer with solid block Offner spectrograph with diamond-ruled high efficiency reflective blazed grating, and with a 12-bit CMOS imager with 1048 spatial pixels. Effective pixel size with 2x binning is 11.7 μm and the effective imaging array size with 2x binning is 704 spatial X 155 spectral pixels. The image sensor module, including the spectrograph and CMOS without the housing, must fit into a space of dimensions 4 inch by 1.5 inch by 2 inches.  The focal length of the sensor is 16 mm, f-1.4. The effective spectral range for hyperspectral application must be 400 nm-1000nm.
