About this opportunity

The Air Force Research Laboratory seeks a single-award IDIQ contract for Science, Technology, Engineering, and Mathematics (STEM) educational services and outreach support, with proposals due May 26, 2026. This is a full and open competition with no set-aside.

Place of performance is Wright-Patterson Air Force Base, Dayton, Ohio, with potential task order work at multiple Air Force installations including Eglin AFB, Rome NY, Kirtland AFB, Edwards AFB, Maui HI, and the National Capital Region. The IDIQ carries a 72-month period of performance (five-year ordering period plus six-year performance period) and an estimated maximum value of $60 million. NAICS 611710, Educational Support Services; size standard $24 million.

The initial task order (Task Order 1, the minimum guarantee upon award) totals $1,056,000 across the base period plus four option years and a six-month extension, comprised entirely of Time and Material costs for travel ($66,000 total) and materials ($990,000 total). Contract line items include labor, travel, materials, data deliverables, FIRST League State Championship labor, and student intern labor on Firm Fixed Price, Time and Material, or Labor Hour bases.

Work encompasses six primary STEM initiatives: Wizards of Wright! (classroom science demonstrations), FIRST LEGO League Challenge (robotics ages 9–14), Scanning Electron Microscope Educators, Job Shadow Day, FIRST Tech Challenge (grades 7–12), and associated web management and videography. The contractor must maintain qualified personnel across multiple labor categories; all teacher educator positions require Ohio teaching certifications. Personnel must comply with National Agency Check (NACI)/SF85, information assurance certifications per DoD 8570.01-M, and U.S. citizenship requirements for base and IT network access. Foreign firms and entities under foreign ownership, control, or influence are ineligible.

Evaluation uses a Best Value Full Trade-off methodology. Phase 1 rates proposals across five subfactors (Wizards of Wright! curriculum; FIRST robotics programs; audio visual and web development; STEM apprentice hiring and management; STEM camps and events) as acceptable or unacceptable; unacceptable ratings on any subfactor render proposals ineligible. Phase 2 assesses performance risk (Low, Moderate, High, or Unacceptable) based on recency, relevancy, and depth of experience. The Small Business Participation Commitment Document must receive an acceptable rating. Performance Risk is significantly more important than Price; all non-price factors combined are significantly more important than Price. Proposals must include a Small Business Subcontracting Plan with DoD goals of 30% small business, 5% small disadvantaged business, 5% women-owned small business, 5% service-disabled veteran-owned small business, and 3% HUBZone. Amendment 1 was posted May 18, 2026, updating the CDRL and multiple supporting attachments and adding the Offeror's Company Information and Small Business Participation Commitment Document templates.
