About this opportunity
The Army Contracting Command, on behalf of U.S. Southern Command (USSOUTHCOM) Public Affairs through its Regional Contracting Office in Miami, seeks a news monitoring services platform delivering AI-enhanced analytics, sentiment analysis, and social media aggregation across 150,000+ global sources, with proposals due June 5. The procurement is set-aside for Women-Owned Small Business (WOSB) under NAICS 519290.
Place of performance is remote, with government inspection and acceptance at USSOUTHCOM headquarters in Doral, Florida. The contract runs for one base year plus four optional one-year periods through June 2031, structured as five firm-fixed-price contract line items (CLINs 0001–4001) annually. The contractor must establish at least 20 personalized user login accounts within three days of award and deliver a fully integrated, cloud-based platform with 24/7 availability and maximum five-minute data ingestion latency. Core deliverables include AI-driven sentiment analysis and trend detection with minimum 85% accuracy, customizable dashboards with 60-second automatic refresh, Boolean and AI-assisted search capabilities, email alert functionality with unlimited distribution, comprehensive data export (Excel, PDF, JPG, PNG), newsletter creation, and customer support with 48-hour response time. The contractor must independently procure and fully fund all AI infrastructure, large language models, news content licenses, and social media API agreements, with all costs embedded in the firm-fixed-price quote and no Economic Price Adjustment provisions.
Evaluation uses Lowest Price Technically Acceptable (LPTA) methodology. Quoters must submit SF 1449 pricing, a 10-page technical volume, past performance data from the past three years, and demonstrate minimum five years' experience in media monitoring services. Technical acceptability requires providing three government evaluators unfettered four-hour platform access within 24 hours of request; failure to provide credentials renders the quote technically unacceptable. The incumbent contractor is The WINVALE Group, LLC. Amendment 0001 (effective May 29) clarifies the Performance Work Statement and vendor responses to questions.
