About this opportunity

NASA's Kennedy Space Center has issued a Special Notice for the acquisition of one NEWgenerator Deployable Wastewater Treatment Facility (DWWTF) unit. The facility is designed to treat community wastewater from toilets, urinals, and showers to support integrated testing of a micro-biomanufacturing platform and NEWgenerator + Plant X deployable crop production facility at KSC. NASA intends to issue a sole source contract to the University of South Florida under FAR 6.302-1, citing USF as the only responsible source capable of manufacturing this specialized technology. The acquisition is classified under research and development services and is not set aside for any specific contractor categories. The notice was posted on June 17, 2025, with responses due by July 2, 2025.

The primary purpose of this Special Notice is to provide market research and determine whether the acquisition should proceed on a sole source basis or through competitive bidding. NASA justifies the sole source approach based on USF's Joint Ownership Agreement with NASA, which resulted in multiple patents and proprietary processes that give USF exclusive knowledge and specialized skills necessary for designing, building, and operating the DWWTF. The treated wastewater facility will support field demonstrations at a housing community in Hawaii as part of the broader NEWgenerator program. Interested organizations must submit their capabilities and qualifications electronically to the designated contracting officer by 2:00 PM ET on July 2, 2025, though NASA retains sole discretion in determining whether to proceed with competitive bidding based on the responses received. The government has explicitly stated this will not be acquired as a commercial product or service under FAR Part 12 procedures.

Notice text

NASA/KSC has a requirement for one unit of the NEWgenerator Deployable Wastewater Treatment Facility (DWWTF) to treat community wastewater (e.g., toilet, urinal, shower), supporting the integrated testing of the micro-biomanufacturing platform of NEWgenerator + Plant X deployable crop production facility at NASA/KSC, and supporting the field demonstration of the micro-biomanufacturing platform at a housing community in Hawaii.

NASA/KSC intends to issue a sole source contract to acquire the DWWTF from the University of South Florida (USF), 4202 E Fowler Avenue, Tampa, FL, 33620 in accordance with FAR 6.302-1, Only One Responsible Source. USF is under a Joint Ownership Agreement (JOA) with NASA to develop the DWWTF resulting in multiple patents and invention disclosures and their rights elected to USF. USF jointly with NASA have developed propriety processes, specialized skills, and exclusive knowledge related to the ability to design, build, and operate the DWWTF and therefore USF is the only responsible source that can manufacture this technology that will satisfy the agency’s requirements.

The Government does not intend to acquire a commercial product or commercial service using FAR Part 12.

Interested organizations may submit their capabilities and qualifications to perform the effort electronically via email to Tammy Clark at tammy.k.clark@nasa.gov not later than 2:00 PM ET on July 02, 2025. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether to conduct this acquisition on a competitive basis. A determination by the Government not to compete this acquisition on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.

NASA Clause 1852.215-84, Ombudsman, is applicable. The Center Ombudsman for this acquisition can be found at : https://www.hq.nasa.gov/office/procurement/regs/Procurement-Ombuds-Comp-Advocate-Listing.pdf
