About this opportunity
The U.S. Army Corps of Engineers Baltimore District is planning to re-procure an indefinite-delivery indefinite-quantity (IDIQ) single-award delivery-order contract for the supply of 75% phosphoric acid to the Washington Aqueduct Division's water treatment facilities in Washington, D.C. The procurement will serve the Dalecarlia Water Treatment Plant and McMillan Water Treatment Plant, which collectively provide potable water to approximately one million people in the District of Columbia and Northern Virginia. The phosphoric acid must meet stringent chemical and quality requirements, including NSF/ANSI Standard 60 certification and ANSI/AWWA Standard B507 compliance, with deliveries made via single-unit tank trucks of approximately 45,000 pounds per load between 0700 and 1400 hours, Monday through Friday. The contract requires comprehensive documentation for each delivery, including bills of lading, weight certificates, and manufacturer's reports, along with strict adherence to safety, security, and anti-terrorism protocols. The official Request for Proposal (RFP) is anticipated to be posted in the Procurement Integrated Enterprise Environment (PIEE) on or around July 11, 2025, with the current pre-solicitation notice due date of July 11, 2025.
This procurement opportunity is designated as a Total Small Business set-aside, restricting participation to qualifying small business enterprises. The contract structure includes a three-year duration with a maximum total contract capacity of 2,400 dry tons and establishes a minimum quantity requirement of 16 dry tons to ensure adequate supply continuity. Invoicing will be calculated based on net dry tons delivered, with precise calculation methods specified in the contract documentation. The pre-solicitation notice does not identify any current incumbents or potential contractors, nor does it provide specific budget ranges or estimated award values. The procurement falls under NAICS code 325180 for Other Basic Inorganic Chemical Manufacturing and PSC code 6810 for Chemicals, indicating the specialized nature of the chemical supply requirement for critical water treatment operations.
