About this opportunity

The Department of the Air Force Materiel Command Air Force Sustainment Center seeks new manufacture of an F-15 Stick Force Sensor Tube Assembly (NSN 6615-01-495-5621, P/N 478406-03) under an 8(a) sole source acquisition, with quotations due July 8, 2026. This is a firm fixed price procurement not expected to exceed the Simplified Acquisition Threshold, and it is not a small business set-aside despite the 8(a) designation.

Place of performance is Tinker Air Force Base, Oklahoma City, Oklahoma (3001 Staff Dr., 422 SCMS GUEA). The NAICS code is 336413, Other Aircraft Parts and Auxiliary Equipment Manufacturing; the PSC is J016.

The procurement comprises two line items: engineering services for design and manufacture of one prototype tube assembly with delivery four months after award (early delivery acceptable), and Technical Data Package development with delivery two weeks after study completion. The tube assembly functions as a protective housing, structural support, and load-bearing member for force input from the control stick, incorporating threaded connections and mounting flanges for integration into the F-15 control system.

The contractor must deliver a Form-Fit-Function replacement with unlimited data rights and backward compatibility, complete Technical Data Package, test procedures, environmental stress screening and EMI testing reports, and final test/inspection reports. Qualification testing must comply with TO 5A22-5-4-3 for the Stick Force Sensor type TR-346/ASW-51, including environmental testing per MIL-STD-810H and MIL-STD-461G. The contractor shall provide up to four days of on-site shop testing and up to five days of on-aircraft testing at Tinker AFB, with design engineering services provided during both phases. Period of performance is nine months from award. Offerors must be registered in SAM and approved sources per qualification requirements. Quotations must remain firm for 120 days. The Government reserves the right to withhold award to allow time for Source Approval Requests.
