About this opportunity
The Maine Army National Guard, through the United States Property and Fiscal Office Purchasing and Contracting Division, is soliciting support services for a CBRNE Enhanced Response Force Package (CERFP) Supported Collective Training Event (SCTE). The procurement encompasses personnel, equipment, supplies, transportation, tools, materials, and supervision necessary to provide realistic training elements, including role player services with professional moulage treatments, weighted manikins, ambulance and Advanced Life Support (ALS) medical services, structural collapse venue site reset operations with subject matter experts, and ancillary site support services such as waste management and portable facilities. The contract will be awarded on a firm fixed-price basis using a best-value tradeoff evaluation process that considers technical factors, past performance, and price, with technical submissions rated as Good, Acceptable, or Unacceptable based on adherence to Performance Work Statement requirements. This solicitation is designated as a 100 percent Small Business Set-Aside with no incumbent contractor identified in the available documentation. The contract will support training operations from July 13-17, 2026, at Joint Base Cape Cod, Massachusetts, with a mandatory phase-in period beginning July 1, 2026, and required kick-off meeting within 10 days of contract award. Key deliverables include providing 25 role players on July 14 and 50 role players on July 15-16, 2026; 20 weighted manikins (minimum 150 pounds for adults, 60-100 pounds for children, and 10-30 pounds for infants); two ambulances staffed with four EMTs operating 0700-1700 hours across the three training days; and structural collapse venue site reset capabilities supporting five specialized training vignettes. The Service Contract Act. This contract requires the Contractor and/or subcontractor to pay the minimum locally prevailing wages and fringe benefits reflected in the applicable Service Contract Act. The following Service Contract Act has been incorporated and can be downloaded from sam.gov.
Wage Determination 2015-4045 (Revision 34, 03DEC2025)
Discussions: The Government intends to evaluate quotes and award a contract without further communicating with the quoters. Therefore, the offeror's initial offer should contain the vendor's best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions, if later determined by the Contract Officer, to be necessary. The Government may reject any or all offers if such action is in the public interest; accept other than the lowest offer; and waive informalities and minor irregularities in offers received.
Electronic Invoicing through Procurement Integrated Enterprise Environment (PIEE): To meet compliance with DFARS 252.232-7003, Electronic Submission of Payment Requests, all Contractors must submit requests for payment (invoices) through PIEE. Additional information and registration for PIEE can be completed online at: https://wawf.mil/piee-landing/. Payment will be made by DFAS office designated in the contract. All payments will be made by electronic transfer of funds (EFT). The Government will make payment through PIEE upon satisfactory completion of work and the receipt of a proper certification for payment.
