About this opportunity

The U.S. Army Corps of Engineers Detroit District is conducting market research for maintenance and dredging services at New Buffalo Harbor in Berrien County, Michigan. This Sources Sought Notice is designed to assess potential contractors' capabilities to mobilize a dredge, perform dredging operations between specified upstream and downstream limits, and place dredged material in Water Quality Certification-approved sites. The procurement process will involve a comprehensive evaluation of contractor capabilities, with responses limited to 25 pages and submitted electronically by 2:00 PM EST on December 11, 2024. Interested firms must complete the attached Sources Sought Survey and email it to specified USACE contacts, with responses being entirely voluntary and used for market research purposes. The government will use the submitted information to determine the most appropriate acquisition strategy, which could include full and open competition or a potential small business set-aside.

The notice indicates that all small business set-aside categories will be considered, with the final procurement method contingent on the market research results. While no specific contract value was disclosed, the project falls under NAICS code 237990 with a $37 million size standard, suggesting a potentially significant project scope. The dredging work will require contractors to mobilize equipment to Buffalo Harbor, complete the specified dredging operation, and then demobilize upon project completion. Responses must demonstrate relevant past performance, with companies required to provide details on three similar dredging projects completed within the last 10 years. The government emphasized that this is a market research exercise and not a formal solicitation, and thus no award will result directly from this notice, and no reimbursement will be provided for submission costs.
