Notice of Intent - The USDA, ARS, Auburn, AL intends to award a sole source procurement to Thermo MF Physics, 4833 Centennial Blvd, Colorado Springs, CO 80919, as they are the sole source for this type of neutron generator pursuant to the authority of 41 U.S.C. 235© (1) AND far 6.302-1, Only one Responsible Source and No Other Suppliers of Service s will Satisfy Agency Requirements. The award will be for a portable neutron generator with advanced API (Associate Particle Imaging) technique, emitted 14 MeV neutrons with yield 10^8 n/s. This instrument will be used with existing instrumentation to non-destructively measure soil carbon and other soil nutrients. The advanced Particle imaging must allow for the instrument to distinguish between soil depths for soil nutrient concentrations. We require a neutron generator that not only has API technology but will operate with our existing detectors and data acquisition equipment. Thermo MF Physics is the sole source for this equipment that satisfies all of these criteria and meets the requirements of our research. The Government intends to award a firm fixed price Purchase Order on or about September 16, 2016, using Simplified Acquisition Procedures. This Notice of Intent is not considered a Request for Quotation (RFQ) no is it a Request for Proposals (RFP). No solicitation document is available and telephone requests will not be honored. Interested persons may identify their interest and capability to respond to this requirement. A determinations by Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. The Government will consider all responses received by 4:00PM central time, September 15, 2016.
