This Notice is issued in accordance with Federal Acquisition Regulation (FAR) Subpart 5.2, Synopses of Proposed Contract Actions. The U.S. Department of the Interior (DOI), Bureau of Safety and Environmental Enforcement (BSEE), Acquisition Operations Branch, is the contracting office for this procurement. In accordance with 13.106-1(b)(1)(i), the purpose of this notice is to announce the government¿s intent to negotiate a sole source contract ¿Neuralog Software Maintenance and Services ¿ with Neuralog Inc., 4800 Sugar Grove Blvd, Suite 200, Houston, TX 77477, based on the offeror¿s demonstrated unique capability.
The Neuralog Software Maintenance and Services requirements are unique to Neuralog Software because the vendor is the only contractor who has the ¿technical capability¿ to meet the requirement. The contractor, Neuralog Inc. holds proprietary rights to the Neuralog software and its annual maintenance and is not offered through any resellers or distributors. This software is required by BOEM scientists and engineers for conducting technical analyses of geophysical well logs, in addition to other scientific tasks. The BOEM has utilized this software application for over five years in order to, among other functions, digitize and prepare geophysical well logs for conversion into .LAS format, which is required in order to use well logs with industry standard modeling and analytical software. The period of performance for this Purchase Order shall be from twelve months from date of award with two (2) twelve (12) month Option Periods, as follows:
Base Period: 01/12/2021-01/11/2022
Option Period 01: 01/12/2022-01/11/2023
Option Period 02: 01/12/2023-01/11/2024
This is not a request for competitive quotes; however, all interested sources that believe they can meet the requirements may submit a capability statement no later than December 7, 2020 at 8:00AM ET to the point of contact for this notice. Information received as a result of this notice will be considered solely for the purpose of determining whether to conduct a competitive procurement and will be at the sole discretion of the Contracting Officer.
All submissions in response to this notice must be submitted in writing via email to the Contracting Officer, Cielo Ibarra, at Cielo.Ibarra@bsee.gov no later than December 7, 2020 at 8:00AM ET. Telephone calls regarding this matter will neither be accepted nor returned.
